The federal government created the commercial solar tax credit for businesses wishing to have Rochester Solar install solar panels on their businesses or empty lots.  The federal solar tax credit includes multiple renewable technologies.   The most popular technologies covered by the tax credit include solar space heating, solar hot water and photovoltaic panels.

The federal solar tax credit allows businesses to claim a 30 percent tax credit.  This can result in thousands of dollars in tax credits.  Combine the federal solar tax credit, NYSERDA solar grant, and the Accelerated Depreciation and your getting assets for less than 25 cents on the dollar.

This federal solar tax credit is for is set to expire at the end of 2016.  To take advantage of the commercial solar tax credit to install solar panels the panels will need to be installed and activated by December 31, 2016.

Residential solar customers may receive a 30% tax credit for solar systems installed on a qualifying residence.  The solar tax credit is effective on the date of commissioning.    If the installation is at a new home, the “placed in service” date is the date of occupancy by the homeowner. Expenditures include labor costs for on-site preparation, assembly or original system installation, and for piping or wiring to interconnect a system to the home. If the federal tax credit exceeds tax liability, the excess amount may be carried forward to the succeeding taxable year.

Don’t wait to go Solar.  In 2014 NYSERDA implemented a block program allowing residents to know the rate grant amounts were being utilized.  As the demand for solar grows each block is used at faster and faster rates.   In 2018 The NYSERDA NY Sun initiative grant is at the 35 cents a watt for residential and 45 cents a watt on Commercial businesses Up to 750kw.

New York State Energy and Research Development Agency (NYSERDA) offers a large range of energy saving programs.  One of the most popular is PON 2112 Solar PV Program Financial Incentives.  PON 2112 is the third version of the States Solar Grant.  Previous offerings included PON 716, and PON 1051.   All three PON’s were dedicated to advancing the installation of solar panels.

PON 2112 is a grant that offers rebates to people who install photovoltaic’s (solar electric producing equipment).  The NYSERDA program has several different functions.   The first function is to develop a highly educated and skilled solar installer network as good as Rochester Solar and Wind.

We at Rochester Solar and Wind have gone through rigorous training that is approved by NYSERDA.   Each training covers different facets of installing solar energy.   These courses include installing off grid battery based solar systems, grid tied solar systems,  and hybrid emergency back-up / grid tied solar systems.   PON 2112 also offers post installation quality assurance for customers that install solar power through the NYSERDA Grant.   The process is easy and painless.   Shortly after the NYSERDA certified Solar Installer installs your solar system, NYSERDA will assign an engineer to come and inspect the system.  These inspections are quite rigorous  and the inspector may spend several hours crawling through your attic or going through wiring.   The whole purpose of these inspections is to make sure solar panel installation meets all applicable National Electric Codes (NEC) and Building Codes are met.

The New York State Energy Research and Development Authority (NYSERDA) provides incentives for eligible small wind systems.  The wind rebates are paid to the eligible installers that have been approved to participate in this program, but the entire incentive must be passed on to the owner of the wind system by the eligible installer. Installers are generally limited to having 10 open applications at any given time under the current program (PON 2439) or previous programs (see PON 2439 for information on exceptions to this rule).

This program is offered as part of the Customer-Sited Tier of the state renewable portfolio standard (RPS)program. Consequently, only customers who pay the RPS surcharge on their electric bills are eligible for program incentives. Systems installed under third-party ownership arrangements are eligible for the program provided the host customer pays the RPS surcharge and contractual arrangement between the host and system owner passes the entire incentive along to the customer.

NYSERDA has identified a total of 28 wind system models made by 17 different manufacturers as being eligible for the incentive. The currently eligible models (this may change) range in size from 920 W to 243 kilowatts (kW rating at 11 m/s) although a customer may receive incentives for systems of up to 2 MW per site/customer. Systems are also limited to the capacity needed to meet 110% of historic on-site consumption. Customers eligible for remote net metering under a utility tariff may submit information on satellite accounts for the purpose of increasing the system size limit implied by this restriction. The incentive itself is based on the expected annual energy output of the system

New York State Real Property Tax Law provides a 15-year real property tax exemption for residential,

commercial, or agricultural solar panel installation installed before December 31, 2014.  This property tax exemption includes, wind energy, and farm-waste energy systems constructed in New York State. As currently effective, the law is a local option exemption, meaning local towns and county governments are permitted to decide whether or not to allow it. The exemption was mandatory prior to a 1990 reenactment in which the local option clause was added. The exemption is valid unless a government opts out of the exemption, as opposed to the more common practice of requiring governments to “opt-in” in order to offer an exemption.
